4 Men Arrested in Worcester on Prostitution & Drug Dealing Charges
Saturday, April 29, 2017
Worcester police made the arrests after male and female officers went undercover early Thursday morning.
The Arrests
On Thursday, April 27, members of the Vice Squad conducted surveillance in the Main South area for prostitution and for street level drug transactions.
The surveillance was conducted by undercover male and female vice officers.
At approximately 7:05 a.m., a female officer, acting as a prostitute decoy, was standing on the sidewalk in the area of Main Street by Loudon Street when she was approached by a man. During the conversation, the man offered to engage in sex for money with the officer. The officer gave a pre-determined signal to nearby vice officers. The female officer told the man to meet her at a specific location. As the man was driving to that location he was stopped by the officers and placed under arrest.
He was identified as Hai Ngoc Le, 64, of 19 Freeland Street, Worcester. Le was charged with Sex for a Fee.
At approximately 7:30 a.m., the female officer was standing in the same location when she was approached by a second man. The man had pulled to the side of the road and engaged in conversation with the officer. During the conversation, the man, later identified as Rachard Dale, 38, of 209 Norwell Street, Dorchester, offered to pay her for sex.
At this time the signal was given by the female officer. The officers approached Dale and placed him under arrest for Sex for a Fee. An inventory search of Dale’s car produced 4 bags of heroin and 4 bags of cocaine. The narcotics were packaged in a manner that is known to the officers to be for street level sale and not for personal consumption.
As a result of this discovery, Dale was additionally charged with Possession of Class A Substance with the Intent to Distribute (second or subsequent offense) and Possession of Class B Substance with the Intent to Distribute (second or subsequent offense). Dale’s car was issued a citation for parking more than 12” from the curb and subsequently towed from the scene. Police also confiscated $74.00 in cash that Dale possessed. Due to the fact that the car was used as an instrument of drug distribution, officers will be submitting paperwork for the forfeiture of the car, a 2004 Infiniti SUV.
At approximately 8:35 a.m., the female officer was approached by a third man as she stood in the same area. The man offered to engage in sexual activity for payment. The officer made the signal and the man was subsequently placed under arrest for Sex for a Fee. The male was identified as Eliezer Machado, 42, of 156 Dudley Road, Oxford.
At approximately 9:15 a.m., the female officer was approached for the fourth time by another man. During their conversation, the man offered to pay for sexual activities. The officer gave the signal and the man was placed under arrest by police. The man was identified as Adolfo Wiggins, 48, of 14 Oread Street, apartment 307, Worcester.
