Mass Offers $30 Million in Home Solar Renovations

A new loan program announced Tuesday by Massachusetts Energy and Environmental Affairs Secretary Rick Sullivan aims to encourage residential solar energy renovations via $30 million secured by Alternative Compliance Payments (ACPs). ACPs are paid out by electric retail suppliers who fail to meet the number of Renewable or Alternative Energy Certificates required under the Renewable and Alternative Portfolio Standard programs.

Slated to launch this spring alongside finalized solar regulations, the details of the program have yet to be fully ironed out, but the Massachusetts Department of Energy Resources (DOER) says it is in talks with “partners and stakeholders to develop the program” and will be “reaching out to the residential solar market, banks, credit unions and other financial entities over the coming weeks to review and finalize the loan program design.”

The newly announced program is part of an overall push by the Patrick administration to grow the solar industry in the state, which aims to have 1,600 megawatts of solar power across Massachusetts by 2020.

"Making solar more affordable will benefit homeowners with more stable energy costs," said New England Clean Energy Council President Peter Rothstein. "NECEC is pleased to see the Patrick Administration continue to support the growth of solar energy in Massachusetts.”
