A History of Trafficking and the Issue of Minimum Drug Sentencing

Late Sunday, 33 year-old George Saydee was shot to death at the Wexford Village apartment complex in Worcester. Saydee, and his younger brother Nelson, had a long history of drug dealing and trafficking.
In 2007, George Saydee was arrested for drug trafficking. He was sentenced to serve one year in jail.
In 2010, Nelson Saydee was sentenced to four to six years in Walpole State prison for trafficking more than $200,000 of crack cocaine. He was released in May 2013.
Reentry and Minimum Drug Sentencing
In February, Governor Deval Patrick announced a 5-year plan to reduce recidivism. Governor Patrick said, “We think there is a more pragmatic, more effective and most efficient way to think about criminal justice, one that deals with the realities of today, learns from the experience of the past, and actually makes the public safer."
Last month, a commission formed by Patrick recommended eliminating all mandatory minimum sentences for drug offenders. The commission is preparing a report to help inform Governor-elect Charlie Baker in his transition next year. Baker had continually supported eliminating mandatory minimums to decrease overcrowding in jails and to begin to implement programs that focus on substance abuse.
The commission also focused on supervision of inmates once released from jail and initiatives to prevent them from returning to jail and to assist them in reentering society.
A look at the Saydee brothers provides a unique perspective on on how drug traffickers reenter society and the pitfalls and challenges they may face once out of jail.
In 2010, George Saydee was charged with resisting arrest, assault and battery on a police officer, disorderly conduct, disturbing the peace, carrying a dangerous weapon, making an improper turn, refusing to produce license, registration, or license plates, possession of cocaine with intent to distribute and drug violation near a school or park. This charge would now be George's second offense for drug trafficking in three years.
In 2012, George plead guilty to the assault and battery charges, carrying a dangerous weapon, and possession of cocaine. He served two years of probation without incident and, according to Courthouse records, finished his probation this past April.
Nelson Saydee was released as part of the Worcester Initiative for Supported Reentry. This initiative is currently in it's second year of implementation and it costs nearly $500,000 a year to run.
This past October, Nelson was arrested again on multiple charges in Sturbridge.
Worcester Police's War on Drugs
Just last month, members of the Worcester Police Vice Squad successfully made a number of arrests in three different stings that netted over $40,000 in drug money.
Last week, members of the Worcester Police Vice Squad seized nearly 45 grams of cocaine and $11,040 in cash from a Chandler Street apartment complex. Along with the drugs and money was packaging material and digital scales. Bernardo Navarro, 76, and Pedro Navarro, 55, were charged with Trafficking in Class B (28-99 grams) and Conspiracy to Violate Controlled Substance Laws.
On November 21, the Vice Squad was conducting undercover drug surveillance in the Quinsigamond Village area and in the Burlington Coat Factory plaza. During their surveillance, investigators witnessed 23-year-old Peter Heredia, already part of an ongoing investigation of the distribution of heroin throughout the city, deal to three other men in the plaza parking lot. One group of officers stopped the three men and found nine small baggies of heroin in their possession. At the same time, another group of officers followed Heredia back to his residence. Investigators approached him and arrested him. On Heredia, officers found $674 in cash and two cellphones.
After executing a warrant, investigators searched Heredia's home and found 91 small baggies of heroin weighing approximately 30 grams, two larger baggies of heroin weighing 20 grams, a digital scale and an additional $776 in cash.
On November 10, the Vice Squad obtained and executed a search warrant for an apartment at 6 Irene Street. The warrant was the result of an investigation conducted by uncover Vice Officers.
Officers observed the apartment to be sparsely furnished which is consistent with those who deal in the narcotics trade. These apartments are mainly utilized for the purpose of processing and distributing illegal narcotics in order to separate their illegal business from their actual residence.
After securing three occupants at the apartment, the officers executed the warrant. The search discovered two “molly” pills, 31 grams of crack cocaine, 34 grams of oxycodone pills, packaging materials, cell phones, a digital scale and $29,200 in cash. The three occupants were asked about the large quantity of money found and all denied having knowledge of the cash.
