Mark Quinn was charged with Possession of Class A Substance and Possession of Class B Substance.

Ashley Rucci was charged with Possession of Class B Substance and Knowingly Being present Where Heroin is kept.

The Incident

On Thursday, December 14, at approximately 10:20 p.m., members of the WPD Vice Squad were patrolling in the area of Grand Street and Canterbury Street. At this time one of the vice officers observed a 2006 Volkswagen Jetta pull to the side of the road at the mentioned intersection. The vice officer recognized the female driver due to past drug related interactions. The driver was identified as  Rucci, 29-years-old of 480 Mendon Street, Uxbridge. At the same time the officer observed a male walking towards the Volkswagen. The vice officer knew this man as Carrasquillo, 39-years-old of 109 Canterbury Street.

Carrasquillo is known to the officer for past drug-related investigations.

The officer now began to watch the two. Carrasquillo was seen walking up to the front passenger door and engage in a brief interaction with the passenger. The passenger was later identified as Mark Quinn, 30-years-old of 480 Mendon Street, Uxbridge. After the brief exchange, Carrasquillo walked away while the Volkswagen drove off. It was obvious to the vice officer that a street-level drug transaction had just taken place.

There were other undercover vice officers positioned nearby. Some of the officers followed the Volkswagen while others intercepted Carrasquillo as he was walked back towards his apartment. The Volkswagen was followed into the parking lot of Wendy’s restaurant located on Southbridge Street. The two were asked to exit the vehicle. A search of Rucci produced a small bag of crack cocaine. A search Of Quinn produced 2 small bags of heroin and a hypodermic needle. Both were placed under arrest.

A search of the vehicle produced additional crack cocaine.

Officers approaching Carrasquillo were soon engaged in a physical struggle to subdue him.

Carrasquillo forcefully resisted until additional vice officers arrived. Carrasquillo was eventually secured in handcuffs.
