Webster Man Kills Two in Drunk Driving Accident in Rhode Island

According to Rhode Island State Police, Joel Norman, age 24, of Webster was arrested for allegedly driving the wrong way on Rt. 6 under the influence of alcohol or drugs and causing a fatal motor vehichle crash.
Norman was arraigned on two counts of DUI resulting in death and two counts of Driving to Endanger - Death Resulting.
The investigation determined that Norman collided with a Honda Civic in the left lane of Rt.6 East. Upon arrest, Norman refused a breat test, but RI State Troopers obtained and executed a court authorized search warrant for a blood test from Norman. Results of the blood test are pending.
Tiffany Sical, 21, of Providence, was pronounced dead at the scene. Bryan Rodriguez-Solis, 23, of Central Falls, was pronounced dead at Rhode Island Hospital. They were both wearing seatbelts.
According to reports, the couple had a 6-year-old daughter and were to be married this fall.
According to the RI State Police, in Rhode Island, "A person convicted of Driving Under the Influence – Death Resulting - First Offense is subject to imprisonment for not less than five (5) years and for not more than fifteen (15) years, a fine of not less than five thousand dollars ($5,000) nor more than ten thousand dollars ($10,000) and his or her license to operate a motor vehicle shall be revoked for a period of five (5) years."
"A person convicted of Driving Under the Influence – Serious Bodily Injury – First Offense is subject to imprisonment for not less than one (1) years and for not more than ten (10) years, a fine of not less than one thousand dollars ($1,000) nor more than five thousand dollars ($5,000) and his or her license to operate a motor vehicle shall be revoked for a period of two (2) years."
Bail was set at $100,000 with surety and Norman was sent to the Adult Correctional Institute. He is scheduled to appear for a pre-arraignment conference date on Friday June 12, 2015 in Providence Sixth Division District Court.
