Worcester Collected Nearly $250,000 in Parking Ban Tickets Last Year

Between October 1, 2013 to April 1, 2014, the city of Worcester served 4,747 parking tickets for parking ban violations. At a minimum rate of $50 for each ticket, the city will collect $237,350. This number could increase if tickets were issued for multiple violations by the same offender.

As GoLocal Worcester reported last week, for parking on the wrong side of the road during Worcester's parking ban, the ticket cost is $50. Multiple violations in a 12 month period will result in a second ticket at $75, and a third at $100.

There are two types of winter parking bans in Worcester. Currently, the city is in a permanent ban. This ban is active from December 1 to April 30. The other type of ban is a declared ban. The declared ban is only during winter weather events. The city alerts the public about declared bans on the city's website and social media. The city even has a Twitter feed '@snowparkingban.'

A permanent ban is in effect on emergency arteries, WRTA bus routes, and streets that are critical to the flow of traffic. The permanent ban mean that there is no parking on one or both sides of the street from 2 a.m. to 6 a.m. and also when a snow emergency is declared.

From October 1, 2013 to April 30, 2014 the city issued 2,254 parking ban violations during a permanent ban. During that same period, the city issued 2,493 tickets during a declared ban.

The declared ban is in effect on all remaining city streets. The declared ban means that parking is allowed on both sides of the street until the winter parking ban is put into effect. The winter parking ban goes into effect when inclement weather is forecasted.

According to a released statement from the City Manager's office, "During a winter weather emergency, it is crucial that those roads be clear so the plows and public safety vehicles can do their jobs. Therefore, if a vehicle in violation of the winter ban is not moved while the ban is in place the vehicle is towed."

Included in the study were sample annual premiums from 35 companies, from ACE to Vermont Mutual. Seven kinds of driver situations were represented, including single adults of various years of driving experience, three married couples, and a married couple with a teenaged driver. Rates were pulled for policies covering the minimum liability limits per Massachusetts law up to 100/300/100 for married couples.
