Worcester Man With Outstanding Warrant Arrested Following Foot Chase

Rios had an outstanding warrant for his arrest.
He is being charged with the warrant as well as possession of a class A substance with the intent to distribute (Subsequent Offense).
The Incident
On Tuesday, September 6, 2016 at 9:00 PM, members of the Worcester Police Vice Squad were conducting surveillance in the area of 18 Upsala Street. Officers were in the area looking for a man identified as Josue Rios. Officers were aware that Rios had an outstanding warrant for his arrest and that he often visited that address.
While conducting surveillance, they saw Rios exit 18 Upsala Street and enter a blue Acura which had pulled up out front. Members of the Vice Squad followed the car as it drove around the block before letting Rios out a short distance from where he was picked up. Members of the Vice Squad observed Rios to have a bag containing an off white powder in his hand as he exited the car.
Rios began walking back towards 18 Upsala Street. Officers exited their cars and identified themselves as police. As they did, Rios immediately attempted to get away on foot.
Members of the Vice Squad caught up to him and were able to tackle Rios to the ground.
Once on the ground, Rios continued to struggle and refused to place his hands behind his back. During the struggle, Rios dropped a knotted bag containing 7 grams of heroin from his hand.
He was then placed in handcuffs and transported to the police station.
