Worcester Men Arrested for Open Air Drug Dealing

Santos was charged with Resisting Arrest, Possession of Class B Substance with the Intent to Distribute, Possession of Class A Substance with the Intent to Distribute and Conspiracy to Violate the Controlled Substance Act.
Gonzalez was placed under arrest for Distribution of Class B Substance, Distribution of Class A Substance and Conspiracy to Violate the Controlled Substance Act.
The Incident
Members of the WPD Vice Squad were conducting surveillance in the area of Dewey and Mason Streets due to several complaints of open air drug dealing. At this time one of the undercover officers spotted a man known to him from prior drug investigations. The man was seen at the 7-11 Store located at Park Avenue and May Street. The officer recognized him as Carlos Gonzalez, 47-years-old of 85 Piedmont Street, Worcester. The officers watched Gonzalez wearing a probation issued electronic monitoring bracelet on his ankle. Gonzalez was in the company of a man later identified as Luis Santos, 49-years-old of 5 King Street, Worcester.
Undercover officers observed both men participate in open air drug dealing that involved multiple vehicles. The officers also saw Gonzalez met up with an unidentified man and make a drug transaction. Officers believed that the unknown male had just made a delivery of drugs to Gonzalez. Gonzalez then transferred the drugs to Santos in an attempt to distant himself from the pending street level drug transactions. It appeared, based on their observations that Santos was going to distribute the drugs to waiting individuals at May and Mason Streets.
At approximately 1:50 PM, officers approached Santos. Santos noticed the officers closing in on him so he attempted to run away. After a brief struggle Santos was apprehended. A search of Santos discovered that he had in his clenched fist 9 individually wrapped knotted cut corner bags of crack cocaine. Santos had discarded a black pepper shaker when officers closed in. Officers recovered the pepper shaker and discovered 10 knotted cut corner bags of cocaine and approximately 20 knotted cut corner bags of crack cocaine along with 10 knotted cut corner bags of heroin.
