Worcester Police Department Receives Grant For $99K

Senator Michael Moore and Senate Majority Leader Harriette Chandler has announced that the Worcester Police Department have been awarded a $99,275 grant by the Edward J. Byrne Memorial Justice Assistance program.
“This grant opportunity will support the Worcester Police Department’s ongoing efforts to find effective, efficient means of targeting crime. As a former law enforcement officer, I recognize the importance of grant opportunities in helping to enhance public safety," said Senator Moore.
The grant will support SMART Policing initiatives that utilize data, technology and analytics to promote policing that is efficient and economical. The funs will especially assist the process of identifying enhancements tot he Department's Real time Crime Center.
Worcester is one of 27 communities to receive JAG funding totaling $2,169,409. The grants are coordinated by the Executive Office of Public Safety and Security.

MA State Police: GABBIDON, shortly after being release from jail, having served time for a 1980 shooting began stalking the known victim because of a longstanding domestic dispute. The disputes resulted in various criminal convictions against GABBIDON. In the early morning hours of January 14, 1994 as the victim slept, GABBIDON brutally, viciously, and repeatedly stabbed the victim about her facial area, around her entire neck, slashing her throat, and the back of head. The victim miraculously survived her wounds. Warrant number 94605001-004 was issued out of Middlesex Superior Court for the above charges.

MA State Police: On December 16 1998 Henry Gonzalez was employed as a special needs bus driver. Gonzalez picked up a 13-year-old student from her home in Saugus to transport her to school. He then drove the young girl, in the school bus to a relative’s home in Lynn where he repeatedly raped her. Gonzalez then dropped the victim off at the Square One Mall in Saugus. Gonzalez was later arrested and subsequently bailed. On June 19, 2000 Gonzalez defaulted on his court appearance and warrants for his arrest were issued by Essex Superior Court to the Saugus Police Department docket number 9977CR000059.

MA State Police: On Christmas Eve 1999, Worcester Police received several calls reporting "shots fired" at the "Tropigala" nightclub on Main Street. Upon their arrival they discovered two (2) individuals suffering from gunshot wounds. Both victims were transported to the hospital were one (1) of the victims died within the hour from his injuries. The investigation revealed that NOVAS had had an argument with one of the victims earlier in the evening. NOVAS looking to settle the argument waited outside of the club as all of the patrons began to exit. As the victims exited the club NOVAS fired a 9mm handgun at close range fatally injuring one of the victims. NOVAS fled from the scene on foot and warrants for his arrest were issued to the Worcester Police Department out of Worcester Superior Court Docket Number 0285CR000038.

When the girl finally came forward to police, NSIAH was arrested and charged with 5 counts of Rape, Indecent A&B on a Child Under 14 & Indecent A&B on a Child Over 14. When NSIAH failed to appear in court, Warrant # 9762CR2479 was issued out of Worcester District Court for his arrest. While NSIAH was a fugitive, he also violated conditions of a restraining order which resulted in Warrant # 9762CR5228 being issued out Worcester District Court charging him with Witness Intimidation & Violation of an Abuse Prevention Order. NSIAH is further reported to be a heavy drinker with violent tendencies

In separate cases over extended periods of time, ESPINAL gained the trust of two young girls. He allegedly then used this opportunity to Sexually Assault and Rape each of the victims. In 2009, the first victim came forward to police and warrant number 0962CR005571 was issued out of Worcester District Court charging ESPINAL with 2 counts of Rape. Multiple attempts to locate ESPINAL were made without success. In 2011, a second victim came forward alleging ESPINAL victimized her in a similar fashion. Warrant number 1262CR005379 was subsequently issued out of Worcester District Court charging ESPINAL with an additional 4 counts of Rape of a Child w/ Force, 1 count of Rape of a Child-Statutory & 3 counts of Indecent A&B on a Child Under 14.
