PAGE 4-7 Informant IQ of 80
A FBI informant is described as “He has average intelligence when working with concrete mechanical problems but is quite dull verbally.”
The memo goes on to describe him as, “Basically ____ ha a low I.Q and his terrific need to succeed and his striving to do a good job well makes him appear to be functioning at a level higher than his real intelligence quotient.”
“On Weschler-Bellevue Test he earned a scale I.Q. of 80, performance scale I.Q. 101 giving him a full scale average of 89.”
PAGE 10 Patriarca Highly Emotional
According to this document, Patriarca is not stable. “…subject os becoming highly emotional, that is appears that he may be heading for a nervous breakdown, that he is suspicious of everyone and is quite concerned over his wife’s condition as she is becoming highly nervous over his recent publicity in the Providence newspaper.”
The FBI explores the alleged ownership interest of the Patriarca group in the Dunes Hotel. One page 19, a separate communication unveils that the Bureau is sending special Agents to Las Vegas to conduct interviews.
PAGE 60-80 Illegal Loans from Plantation Bank
According to the FBI documents, the Plantation Bank was the tool that the Patriarca crime family used to deliver illegal loans - Joseph Patriarca (Raymond’s brother) being the main architect.
According to an FBI document Col. Walter Stone claims that Joseph Sullivan gave Patriarca an interest (10%) in his Howard Johnsons’ restaurant and adjacent Sullivan’s Steak House on North Main Street in Providence.

The FBI has targeted Patriarca’s office for Radio Frequency Microphone Telephone (RFMT). The FBI outlines the steps and resources needed to install the bugs.
