Survey Claims Kerry as Worst Secretary of State in Last 50 Years

The suvery polled 660 United States International Relations experts. Of these experts, Kerry only received 0.3% (two votes) as being the most effective Secretary of State. 18% of the experts chose the option "Don't Know" over choosing Kerry. Scholars weren't given the opportunity to give explanations for their decisions.
Henry Kissinger came out on top with more than 32% of the vote, followed by James Baker (17.73%) and Madeleine Albright and Hillary Clinton, both with 8.79%.
According to International Business Times, "Kerry has had a lot on his plate as the country’s top diplomat. Since he replaced Hillary Clinton, Kerry has had to deal with the crisis in Ukraine, the rise of the Islamic State militant group, last year’s war between Israel and Gaza, and negotiations on Iran’s nuclear program. To put Kerry’s ranking into perspective, he was tied with Lawrence Eagleburger, who held the post for only six weeks during the George H.W. Bush administration...But the Ivory Tower survey lists Kerry last."
