It was a popular label attached to 1992 after the election of a number of female Senators in the United States. Over 20 years later, women still hold a mere 17% of U.S. Congressional seats, and only 6 out of the 50 governors. Representation of women of color is even lower, with only 1 woman of color in the U.S. Senate and only 2 in the office of governor.
