Massachusetts earns an A-minus in the Chance-for-Success category and ranks 1st. The average state earns a C-plus
The 2015 study of Quality Counts also focuses on early childhood education, and rates several different areas of education.
The state didn’t do so well in the Early Achievement Index, scoring a C- and ranking 27th in the country. The national score was a D+. The Early Achievement Index is based on preschool enrollment and poverty gap, head start enrollment, and full-day preschool and kindergarten.
