Thursday, April 27, 2017
Jessica Savankham, Kervins Eugene, Kevin Wade were all arrested on drug charges on Wednesday morning.
Police were conducting surveillance in the area after residents had complained of heroin and cocaine being sold from the address.
The Incident
On Wednesday, April 26 at approximately members of the Worcester Police Neighborhood Response Team were conducting surveillance of 14 Oread St. The landlord of the property and several area residents had complained of cocaine and heroin being sold from this address. The building has a “No Trespassing” sign prominently posted.
Officers saw numerous individuals enter the building and leave less than a minute later. This behavior is indicative of drug dealing. Officers saw a gray Lexus SUV pull in front of the address. A woman, later identified as 29-year-old Jessica Savankham, entered the building at 14 Oread and returned to her car a minute later.
Police saw her give a small object to a man in the car, later identified as Kervins Eugene, 36-years-old of 8 Ward Farm Circle.
Officers stopped the car as it pulled away from the address. Officers recovered a small amount of heroin from Savankham. Eugene, who was driving the car, did not have a license to operate a motor vehicle. Both of them were arrested.
Officers continued their surveillance and saw a white man enter the address and quickly leave, appearing to place a small object in his jacket pockets as he did so. The man was followed back to a car on Beacon St. As he attempted to get in, officers stopped him. As they asked the man to exit the car, they saw a small “crack pipe.”
As he got out of the car, officers observed a small rock of crack cocaine dislodge from the pipe and land on the front seat. A search of the car revealed a plastic bag with more crack cocaine inside. The man, who was identified as Kevin Wade, 27-years-old of 8 Norwood St, was placed under arrest.
